BARBARA HIGBEE – PRINCIPAL/BROKER/OWNER
Barbara Higbee has been involved in housing and community development for over 40 years. She has worked in local government, in not-for-profit, and in the private sector. Barbara is a licensed real estate broker/owner active in residential and commercial real estate in the greater Troy area. She has been licensed since 1983. She is a consultant on local real estate development, as well as helps to secure financing for large apartment and assisted-living projects statewide. Her past roles have included the Economic Development Director for the City of Troy, Executive Director of TRIP, and staff Aide to Congressman Ned Pattison. She was a founder of the Troy Savings Bank Music Hall, and has served on many non-profit boards. She currently serves as president of the Howard and Bush Foundation.
With her extensive background in local real estate and finance, Barbara’s has professionally consulted on many real estate development projects, project finance and refinance, property management, marketing and leasing, including tax credits, tax-exempt low floaters, and credit-enhanced projects. Using her expertise and vast experience, she has assisted manufacturing companies in facilitating growth, acquiring resources to bring about the commercialization of new products, identifying resources such as funding, board leadership, site locations and facilities.
Through her work with Gray Slate Capital, Barbara finances and refinances large housing projects.
As Economic Development Director for the City of Troy, NY she implemented and administered the City of Troy’s state designated Economic Development Zone, attracted developers in business and industry for vacant buildings, provided information on sites, funding and incentives to facilitate development. She administered loans for new and expanding companies such as those in RPI’s Incubator Program, and established the Troy Downtown Council.
As the Executive Director of Troy Rehabilitation and Improvement program, (TRIP) a grassroots not-for-profit housing/neighborhood development organization founded in 1968, she expanded home ownership programs, overseeing the rehabilitation of aging housing stock, rental management, neighborhood and community development and housing counseling programs.
While serving under Congressman Ned Pattison, Barbara specialized in housing and urban development resources and programs. She worked on many levels to assist local governments, agencies and developers.
Serving as a young VISTA Volunteer at Pine Ridge Reservation, in South Dakota she set up a Learning Center for high school dropouts, as well as a summer school, and taught community college level courses. Hired by the Oglala Sioux Tribe, she wrote a textbook unit on Lakota Sioux history for use in the Native American schools.
